The purpose of this project is to develop a comprehensive plan to (1) create systems that will ensure equal access and quality for after school programs across the state; (2) ensure that all programs have the proper level of financial and infrastructural support; (3) define the procedures and mechanisms for measuring successful implementation of prop 49 and; (4) defines public versus private roles and interaction in a prop 49 implementation environment.
