Figuring out the Merit in Merit Pay: A Report on Public School Teacher Evaluation

This report will provide a comprehensive analysis of teacher evaluation in American public education.

The grant will allow us to examine the strengths and weaknesses of current practice, identify and describe the best evaluation systems nationwide, and discuss the types of evaluations that experts believe necessary in successfully linking pay to performance. It will also examine lessons to be learned from private-sector and governmental performance-evaluation systems. And it will discuss the political and professional dimensions of the teacher-evaluation issue. The report’s aim is to inform an important aspect of the national debate on teacher quality rather than make a case for or against performance-based pay.
