Thomas Toch, former co-founder and co-director of Education Sector, will research and write a digital publication that chronicles the experiences of urban school teachers under Washington, D.C.’s IMPACT evaluation system. Toch will describe teacher reform from the perspectives of those within schools. He will also interview others including Jason Kamras, chief of human capital for the District of Columbia Public Schools; Nathan Saunders, president of the Washington Teachers’ Union; and additional key stakeholders to better understand their views on D.C. teacher evaluation reforms.
This project offers an account of how a district sought to use research and data in its teacher evaluation system and will provide insights for practitioners, policymakers, and researchers who are designing and implementing new teacher evaluation systems.
